Deloitte Wins Protest of $330 Million IT Order to Accenture

Deloitte Consulting LLP showed that the Department of Health and Human Services improperly awarded incumbent contractor Accenture Federal Services LLC a $330 million IT services task order to support Healthcare.gov, which helps individuals shop for private health insurance options, the GAO said in a decision released Thursday.

Accenture’s bid didn’t comply with a solicitation provision requiring the incumbent to propose all transition costs. The agency included the provision in order to reduce the incumbent’s cost advantage in the competition, the Government Accountability Office said.
