Because Grant Thornton’s bid took exception to the solicitation’s delivery schedule requirements, the agency should reopen discussions with both bidders or terminate the award for the convenience of the government, the Government Accountability Office said in a decision released Tuesday.
The award decision also failed to adequately address differences between the bids or why Deloitte’s higher-rated bid wasn’t worth a higher price, the GAO said.
