Defense Agency Made Unfair $70 Million Food Delivery Award

The Defense Logistics Agency must rethink its approach to a food delivery and management plan after its improper selection of Coastal Pacific Food Distributors Inc. to perform a $70 million contract, the Government Accountability Office ruled.

Protester EFS Ebrex SARL, which submitted a $64 million offer, demonstrated that the agency made its award decision on the basis of unstated evaluation factors, the GAO said.

The agency’s discussions misled the protester as to subcontractor experience requirements in the solicitation, the GAO also found.
