The US Defense Health Agency reasonably awarded Decypher Technologies Ltd. a $60 million task order for medical staffing services, the GAO said.
Protester Global Consulting International LLC, which submitted a $46 million bid, argued that the agency’s best-value determination was flawed because the agency didn’t explain why Decypher’s management plan was worth a higher price.
But the record shows that the agency reasonably concluded that Decypher’s experience and ability to manage large contracts merited paying the higher price, the US Government Accountability Office said in a decision released Tuesday.
