Several construction companies have succeeded in their challenges to the inclusion of a project labor agreement requirement in federal contract solicitations, according to a US Court of Federal Claims opinion released Tuesday.
MVL USA Inc. and other contractors challenged the legal authority of federal agencies to require entering into project labor agreements with unions in order to be considered in federal construction procurements exceeding $35 million. The procurements they challenged are worth hundreds of millions of dollars.
