The US Navy reasonably chose PCG-SMX JV LLC to perform an $869 million contract for IT enterprise engineering, operations, and hosting support services, despite a rival bidder’s “unlevel playing field” claim.
Chenega Agile Real-Time Solutions LLC failed to show that the Navy unfairly helped PCG-SMX, the incumbent contractor, by comparing proposals to the Navy’s existing requirement, about which only PCG-SMX allegedy knew, the Government Accountability Office said in a decision released Aug. 15.
