Caelum Research Keeps $86 Million Army Cybersecurity Contract

Ascendant Services LLC failed to show that the US Army improperly awarded Caelum Research Corp. an $86 million contract for IT services, IT logistics, and cybersecurity support, the US Court of Federal Claims said.

Ascendant didn’t demonstrate that the agency should’ve disqualified Caelum for proposing to rely on key personnel without required education and experience, Judge Zachary N. Somers said in a decision released Wednesday.

The agency reasonably interpreted the solicitation to conclude that Caelum would rely on a program manager and two project managers with adequate qualifications, the court said.
