BGOV Bill Analysis: H.R. 789, Canceled Contract Opportunities

The Small Business Administration would need to develop procedures to help small businesses that spent time and money preparing bids for canceled federal contracting solicitations find similar opportunities under H.R. 789.

The bill is designed to help small contractors understand why a particular contract opportunity was canceled and then determine their options. The House Small Business Committee wrote in its report on the measure that a federal agency’s decision to cancel a contract solicitation is “particularly impactful on small businesses,” who often have less financial resources when preparing bids.
