Battelle Loses Protest of Geosyntec Jacobs’ $100 Million Award

Battelle Memorial Institute failed to timely challenge the award of a $100 million maximum value contract to Geosyntec Jacobs, a Joint Venture, to provide the Navy with architect and engineering services, the GAO said.

Battelle argued that its protest satisfied the 10-day filing period because it learned about the award Dec. 1, 2021, and filed the protest Dec. 10.

But the protest was late because Battelle was challenging the agency’s April 2021 decision to begin negotiations with Geosyntec, not the final award decision, the Government Accountability Office said in its decision released Thursday,
