Battelle Memorial Institute failed to timely challenge the award of a $100 million maximum value contract to Geosyntec Jacobs, a Joint Venture, to provide the Navy with architect and engineering services, the GAO said.
Battelle argued that its protest satisfied the 10-day filing period because it learned about the award Dec. 1, 2021, and filed the protest Dec. 10.
