The US Navy unlawfully stifled competition before it awarded
The “de facto sole source” award violated federal contract competition requirements because the Navy ambiguously identified risks in Pacific Engineering’s bid in order to direct the award to BAE, the incumbent contractor, Pacific Engineering told the US Court of Federal Claims in a partially redacted complaint made public Tuesday.
