The Defense Commissary Agency must reconsider Aspire Therapy Services & Consultants Inc.'s bid to perform a contract to provide loading, stocking, and custodial work at the Dover Air Force Base commissary.
A discrepancy concerning proposed labor hours in bid spreadsheets was a minor clerical error that shouldn’t have disqualified Aspire, and it could have been clarified, Judge Kathryn C. Davis of the US Court of Federal Claims said in an opinion released Monday.
