Army Corps Reasonably Eliminated Labor Agreement Requirement

Walsh Construction Co. II LLC failed to show that the US Army Corps of Engineers unreasonably amended a hospital construction services procurement by eliminating the requirement that a bidder submit a valid project labor agreement, the GAO said.

A PLA is a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project. Walsh didn’t show that removing the requirement violated regulatory requirements, the Government Accountability Office said in a decision released Feb. 21.
