Army Corps’ $50 Million Kuwait Award Was Unreasonable, Suit Says

MVL USA Inc. says the US Army Corps of Engineers made several errors before selecting Al Ghanim Combined Group to perform a $50 million construction services contract in Kuwait.

The agency’s unequal treatment of bidders, and its failure to conduct a price reasonableness analysis, requires halting Al Ghanim’s contract performance and ordering the agency to make a new award decision, MVL told the US Court of Federal Claims in a complaint made public Tuesday.
