The Ambit Group LLC failed to show that Immigration and Customs Enforcement’s experience requirements for a senior data scientist made the agency’s procurement for design development and data analytics unduly restrictive of competition, the GAO said in a decision released Tuesday.
Ambit said finding a lead data scientist with dozens of skill and experience requirements in the performance work statement and a top secret clearance is “nearly impossible.”
But the agency reasonably set requirements for this key position based on its minimum needs, the GAO said.
