Social Security Expansion Legislation Heads to Biden’s Desk

Millions would receive additional Social Security benefits under legislation now headed to President Joe Biden’s desk for signature after overcoming opposition amid cost concerns.

The Senate voted 76-20 to pass the bill (H.R. 82; BGOV Bill Analysis), which would repeal a pair of policies — the Windfall Elimination Provision and the Government Pension Offset — that reduce benefits for those who also receive pensions from jobs not covered by Social Security. The House passed it last month.
