A police officer isn’t entitled to qualified immunity from claims of excessive use of force over the death of a man who was handcuffed and held face down in a hog-tie position after suffering a grand mal seizure.
Officer Brandon Lee of the Oklahoma City Police Department must defend the claims because it’s clearly established law that it’s unconstitutional for a police officer to use a hog-tie restraint on an individual of diminished capacity, Judge Timothy D.
