A Pennsylvania federal district court granted summary judgment to the Philadelphia Parking Authority on the claims of a male procurement manager that he was passed over for a promotion due to his sex, in violation of Title VII of the Civil Rights Act and state law, ruling that all available evidence showed that a less-experienced female employee who was promoted instead significantly outperformed the male manager on performance metrics and during an interview process.
