Boeing Co. Chief Executive Officer Dave Calhoun’s acknowledgment of the company’s “mistake” on the 737 Max signals a new era of accountability, but this evolution would have meant more if it hadn’t been foisted upon the planemaker after years of resistance to more sweeping overhauls.
