BGOV Bill Analysis: H. J. Res. 130, Block Wyoming Coal Plan

A Bureau of Land Management land-use plan that made federal coal in north-central Wyoming unavailable for future leasing would be blocked using the Congressional Review Act under H. J. Res. 130.

The resolution targets the “Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment,” which was issued in November 2024. BLM’s plan responded to a 2022 court order requiring additional coal and climate analysis. The Government Accountability Office on Sept. 18 determined that the plan meets the definition of a rule under the CRA, allowing lawmakers to block it using the law’s expedited procedures.
