AUSTIN, Texas—An El Paso, Texas, petroleum refinery has agreed to pay a $1.45 million penalty and make significant reductions in emissions to settle alleged violations of the Clean Air Act, under a proposed consent decree to be published in the Federal Register July 7 (United States v. Western Refining Co. LP).
