Virginia Governor Signs Law to Rejoin State Cap-and-Trade Pact

Virginia Gov. Abigail Spanberger (D) signed a bill Monday requiring the state to rejoin the Regional Greenhouse Gas Initiative, cementing her push to compel the commonwealth to return to the regional carbon market.

Spanberger and state lawmakers already made a key move to rejoin the market in February as part of the state budget process when the governor approved legislation calling on the state government “to take all actions necessary to rejoin” RGGI.
