The U.S. still intends to pull out of the Paris climate pact but will “remain engaged” in international negotiations—including climate talks, its top climate diplomat told other nations on the eve of the close of a two-week U.N. climate summit in Bonn.
The speech from Judith Garber, the State Department’s acting assistant secretary for oceans, international environment, and science, came as negotiators from more than 190 nations appeared on the verge of making progress on a host of procedural issues needed to implement the Paris Agreement.
