Trump Ekes Out 7% Win Rate as Courts Rebuff Deregulation Efforts

The Trump administration won’t be able to rescind or change any major rule from a previous administration that has been upheld by a court, a veteran administrative law attorney predicted Wednesday.

Administrative law experts on a panel hosted by the American Bar Association were highly skeptical that much, if any, of President Donald Trump’s rhetoric about cutting regulations would materialize before the next presidential election.

“This administration, at least initially, has shown unparalleled ineptitude at figuring out what the hell the law is and how to comply with it,” said Richard Pierce, a law professor at the George Washington University ...
