A project to expand the country’s largest crude oil export terminal survived a challenge from neighboring communities after a federal appeals court ruled the US Army Corps of Engineers conducted a sufficient environmental review.

The US Court of Appeals for the Fifth Circuit Friday denied claims from indigenous groups that the agency needed to consider the increased vessel traffic the project could allow before issuing the permit to dredge 43 acres in Corpus Christi Bay to expand Texas’ Enbridge Ingleside Oil Terminal—formerly known as the Moda Terminal.
