Thousands of homes would be elevated and huge gates would block the mouths of Miami’s rivers to protect parts of the city and its suburbs from hurricane flooding amid rising sea levels, according to the draft of a federal plan released Friday.
The $4.6 billion plan from the U.S. Army Corps of Engineers primarily pertains to mainland portions of Miami-Dade County, including downtown Miami, one of the world’s cities most at risk from climate change.
