The Environmental Council of the States has requested that the Senate limit rescissions included in a fiscal year 2013 funding proposal to unobligated balances that are more than three years old.
ECOS, in a March 13 letter to members of the Senate Appropriations Committee, requested that the Senate not rescind any money from state and tribal assistance grants from the Environmental Protection Agency that was appropriated in fiscal years 2011 and 2012.
