A Santa Barbara, Calif., retailer has filed a proposed class action seeking economic damages due to a downturn in business it blamed on the May 19 rupture of a pipeline that spilled 100,000 gallons of crude oil onshore and along 40 miles of the state’s coastline (Savvy on Boulder LLC v.
