The Environmental Protection Agency should require the use of a hazardous waste manifest for all shipments of spent lead acid batteries, including international shipments, a lead smelting company said in comments on the agency’s proposed hazardous waste export-import rule (RIN 2050-AG77).
RSR Corp. said the agency falls short of its stated goal of providing greater protection to human health and the environment by making existing export- and import-related requirements more consistent with those among members of the Organization for Economic Cooperation and Development, particularly with respect to exports of lead batteries to Mexico.
