Pennsylvania Gov. Tom Wolf (D) vetoed a Republican-sponsored bill on Thursday that would have made it harder for the state to join a carbon trading program among a group of mostly northeastern states.
The bill would have mandated that any rulemaking addressing carbon dioxide emissions must first receive the general assembly’s approval. Some Republicans have been upset that Wolf wants to bypass the legislature in seeking to join the Regional Greenhouse Gas Initiative.
