Pennsylvania Oil Money Slated for Conservation, Not General Fund

Pennsylvania oil and gas lease revenues are intended for conservation purposes and not for use in the general fund, a divided state high court ruled Wednesday in a win for an environmental group.

The oil and gas lease fund dramatically increased after the state Department of Conservation and Natural Resources leased land for Marcellus Shale drilling. That and subsequent leases generated about $600 million divided into four revenue streams.

The revenue streams included large, one-time and up-front bonus payments, annual rent fees paid by acre, royalties, and interest penalties for late payments.
