The Pennsylvania Senate voted 32-18 on Wednesday to deny the state’s entry into a carbon trading program among a group of mostly Northeastern states.
But Gov. Tom Wolf (D) is expected to veto the resolution of disapproval if it should also pass the House, where it now moves. Both chambers would then have to overcome the veto with two-thirds supermajority votes.
