Oroville Dam Evacuees Denied Class Status in Suit for Damages

California residents, who said they were ordered to evacuate their homes after an emergency spillway at a dam near Sacramento was damaged, failed to convince an appellate court Tuesday to certify a class for damages.

Heavy rainfall upstream of the Oroville Dam in February 2017 forced operators to use an “emergency spillway,” a channel designed to help direct water in the event of a flood. When the spillway began to fail, local authorities ordered mandatory evacuations of communities downstream from the dam.
