ALBANY, N.Y.—Both houses of the New York Legislature have approved a comprehensive energy bill that would establish a streamlined siting process for new power plants, allow “on-bill” financing of energy-efficiency retrofits, and require a study of solar power in the state.
The bill (A. 8510), which received final legislative approval June 22 and is supported by Gov. Andrew M. Cuomo (D), would create a permanent streamlined siting process for power plants with a generating capacity of at least 25 megawatts.
