New York Gov.
Senate Bill 824, sponsored by state Sen. Liz Krueger (D), would hold entities accountable for emissions made from 2000-2024. The original Climate Change Superfund Act, signed in December, featured a shorter covered period of 2000-2018.
The amended law also gives state regulators more time to promulgate regulations and issue cost recovery demands from entities responsible for more than 1 billion tons of carbon emissions over the covered period.
