BOSTON—The New Hampshire House has overwhelmingly approved legislation (H.B. 519) to end the state’s participation in the Regional Greenhouse Gas Initiative, the carbon dioxide emissions cap-and-trade program for power plants in 10 Northeastern states.
The 246-to-104 vote Feb. 23 to repeal the state plan is more than enough to override a veto by Gov. John Lynch (D), a proponent of RGGI who strongly opposes the bill. The measure now goes to the House Finance Committee for further consideration before a vote in the Senate, where Republicans have a 19-to-5 advantage over Democrats.
