Mozambique is disputing $2 billion in costs that TotalEnergies SE and its partners say they incurred during a years-long stoppage of their liquefied natural gas project that’s under construction in the southeast Africa nation, according to a person with knowledge of the matter.

The disagreement threatens to further delay a project that’s viewed as vital to uplifting one of the world’s poorest nations but is years behind schedule, and check Mozambique’s ambitions of becoming a strategic alternative LNG supplier. It emerged after Bayphase, a UK-based consultancy, finalized an audit of the costs this month.
