Long Term Western Wild Horse Plans Find Friendly Eastern Circuit

An animal rights group struggled to convince a federal appeals panel at oral arguments Wednesday that the Bureau of Land Management must consult outside experts every time the agency plans to remove wild horses.

The US Court of Appeals for the DC Circuit appeared unlikely to overturn a lower court’s remand of the agency’s 10-year plans for wild horse management across Utah and Nevada after the hearing, as the panel majority said it was unlikely the agency could rush roundups and ignore new information brought by the public.
