MOSCOW—Russian President Dmitry Medvedev has signed a water supply law that requires local authorities to approve limits on amounts of wastewater discharges. Although Federal Law No. 416-FZ, dated Dec. 7, focuses mostly on tariffs, it also will require businesses involved in wastewater treatment and disposal to pay for any environmental harm arising from their operations. Medvedev signed Federal Law No. 417-FZ the same day to amend provisions of the Russian Water Code, Land Code, Tax Code, and the Law on Environment Protection to mesh with the new law on water supply.
