Landmark Carbon Fee on Major Polluters Floated in Portland, Ore.

Portland, Ore., would become the first city in the nation to have a per-ton fee on greenhouse gas emissions on major emitters under a draft ordinance now open for public comment.

The proposed “Healthy Climate Fee” ordinance would impose a $25-per-ton fee on emissions by Portland facilities that emit 2,500 metric tons of carbon dioxide equivalent or more per year.

An estimated 35 facilities would be required to pay the fee based on 2019 emissions disclosures, including Berkshire Hathaway subsidiary Precision Castparts Corp., a subsidiary of global steel maker EVRAZ Group S.A., and Owens-Brockway Glass Container Inc.
