Judge Temporarily Halts Pennsylvania’s Cap and Trade Plan (1)

A Pennsylvania judge has issued a preliminary injunction that temporarily blocks outgoing Gov. Tom Wolf’s (D) plan to enter the state into a regional climate pact.

Environmentalists see Pennsylvania’s entry into the Regional Greenhouse Gas Initiative as a top priority because the state is among the nation’s largest producers of gas, coal, nuclear power, overall electrical generation, and net electricity exports.

The case was brought by energy and labor groups including the Pennsylvania Coal Alliance and the United Mine Workers of America who argued the initiative, which would require purchases of carbon allowances, would cause irreparable harm.
