A federal judge halted a land exchange on Friday that would’ve allowed a high-voltage electric transmission line to cross a wildlife refuge along the Mississippi River, throwing the line’s contentious crossing into doubt pending further legal review.
Judge William M. Conley of the US District Court for the Western District of Wisconsin granted three conservation groups’ motion for a preliminary injunction on the land exchange after a hearing in Madison, Wis., according to lawyers for both sides of the dispute.
