Investigators Say Nornickel Unit Rule Breach Caused Fuel Spill

Russian investigators detained managers of a power plant run by MMC Norilsk Nickel PJSC’s utility unit, saying breaches of maintenance procedures caused the massive fuel spill in Siberia.

The director of the power plant and its chief engineer were detained, after they approved the commissioning of a fuel tank in 2018 without getting all the necessary expert opinions, an investigating committee said Wednesday in a statement. The tank’s continued operation violated safety protocols and resulted in the accident, it said.
