The Case: The U.S. Court of Appeals for the District of Columbia Circuit will hear arguments Oct. 3 in Wisconsin v. EPA. The case focuses on the Environmental Protection Agency’s 2016 update to the Cross-State Air Pollution Rule, a nitrogen oxides emissions trading program to help 22 eastern states meet federal ozone standards.
