An energy company has run its coal-fired power plant in Washington County, Ill., without an operating permit since 2012, the Sierra Club alleged in a lawsuit asking a federal court to shut it down.
Prairie State Generating Co. LLC, a Delaware corporation doing business in Illinois, applied for an operating permit from the Illinois Environmental Protection Agency in 2010, but the agency never issued a permit, the lawsuit alleged.
