Holcim Plant Gets Closer Scrutiny After Stormwater Violations

Holcim Inc. agreed to stricter oversight of its stormwater management practices at an upstate New York cement plant with a history of violations, according to a proposed consent decree filed in federal district court.

The company will submit to monthly inspections of its stormwater practices and a facility-wide, independent compliance audit as part of the proposed agreement in the U.S. District Court for the Northern District of New York.

The company admitted it filed monthly discharge monitoring reports with the state between 2015 and 2021, some of which showed fecal coliform, aluminum, oil, and toxicity exceedances, the proposed agreement said. ...
