The US Forest Service failed to study how relaxed road construction rules in a Montana national forest would impact the threatened grizzly bear, a federal court ruled.
The agency violated the Endangered Species Act when it eliminated limitations on open-road densities through the Bitterroot National Forest because the biological opinion didn’t offer sufficient scientific evidence, according to an opinion issued Tuesday by the US District Court for the District of Montana.
