The Environmental Protection Agency will withdraw a federal plan to oversee greenhouse gas permitting in Texas after that state established its own permitting program, according to a Federal Register notice to be published Nov. 10. In a separate final rule to be published Nov. 10, the EPA also will approve revisions to Texas’s state implementation plan establishing its own greenhouse gas permitting program for prevention of significant deterioration and Title V operating permits.
