An Illinois oil refinery violated the Clean Air Act and Superfund law by making modifications to its facility that increased pollutant discharges, the Environmental Protection Agency said in a lawsuit (United States v. Citgo Petroleum Corporation and PDV Midwest Refining, LLC, N.D. Ill., 11/10/16).
