Healthy Gulf and the Sierra Club told the US Court of Appeals for the D.C. Circuit in a Monday brief that FERC violated the National Environmental Policy Act by allegedly refusing to determine the pipelines’ upstream greenhouse gas emissions as an indirect effect of the project, or to consider the significance of the greenhouse gas emissions from building and operating the pipelines.
