Dominion, Duke Dealt Pipeline Setback in Compressor Station Case

Virginia environmental regulators must rethink their decision to let Dominion Energy Inc. and Duke Energy Corp. build an Atlantic Coast Pipeline component in a historically black community, the Fourth Circuit ruled Jan. 7. The agency failed to consider alternative fuels or the project’s disparate racial impact, the appeals court said.

“Environmental justice is not merely a box to be checked,” Judge Stephanie Thacker wrote for the court.
